Bureaucrats would be held responsible for non-payment of salary to contractual workers in their Departments in the national Capital. The chief secretary of Delhi has directed HoDs/Secretaries of departments to ensure timely payment of salary to contractual workers and if their salary is not paid on time, they would be held responsible and it would liable for imposition of penalty equal to deduction of pay up to 10 per cent of their basic salary for that month.
It would be pertinent to mention that Delhi Cabinet had also approved a proposal last month that salary of contractual employees should be released on time. The Government has received lots of complaints that contract workers are not being paid on time. It was also noticed that in several cases either the contractor/outsourced agency has not raised any bill or in some cases where the bill has been raised, payment has not been released by the departments or where payments have been released, the workers have not been paid by the contractor.
The Cabinet has also directed Chief Secretary to submit report on monthly basis.
At the HoDs meeting chaired by Chief Secretary KK Sharma on Monday, he directed all HoDs /Secretary to ensure that all contract employees whether employed directly by the Delhi Government or working with a contractor whose services have been hired by the State Government, are paid their wages for previous month latest by 15th of every month.
“Failing to release salary of contract workers, will invite deduction of pay up to 10 per cent of their basic salary for that month,” Sharma has reportedly stated in the meeting. The HoDs meeting was held after a gap of three month.
Each HoDs/Secretaries would certify that all contract employees have been paid wages by 20nd day of each month and the Chief Secretary would submit a report every month by 22nd to the Chief Minister.
