A day after the Gauhati High court stayed the order of Arunachal Pradesh Governor JP Rajkhowa pre-poning the summoning of the Arunachal Pradesh legislative Assembly and subsequent developments, the Governor said that there is a constitutional crisis and law and order problem in the State and that he will appeal in the court against Thursday’s order.

“There is a constitutional crisis and law and order in the State,” Rajkhowa told newsmen at Tezpur in Assam on Friday even as he added that there is a ‘jungle raj’ going

on in Arunachal Pradesh. “I have decided to appeal against the order for which legal options are under examination,” he said.

Justifying his stand, the Governor said, “Why am I blamedIJ What wrong do I have doneIJ The law and order is not under control and jungle raj is going on there.”

“People of India have witnessed how the Chief Minister, the Home Minister and Council of Ministers have misbehaved with me at the Raj Bhavan. The Ministers shouted at me, pointed their fingers at me in presence of the Chief Minister and the Home Minister,” Rajkhowa said.

A statement issued by the Raj Bhavan of Arunachal Pradesh also said that the Governor is going to appeal against the High Court order passed on Thursday staying his order on December 9 preponing the session of the State Assembly from January 14 next year to December 16 this year.

“The Governor is also surprised to know from the reports carried by the TV channels that Justice H Roy had also cast aspersion on the Governor, of allegedly having taken side of a party, without going through records and materials available in the Governor’s Secretariat,” the statement said.

Rajkhowa also expressed pain to observe that no notice or opportunity was given to the Him or the Governor’s secretariat of the writ petition filed in the Court, reportedly on behalf of the

removed Speaker Nabam Rebia. That way, he said, that he felt that an opportunity was not given to him to defend his orders, as the order was issued by Single Judge of the High Court on Thursday is ex-parte in nature.

The Arunachal Pradesh Governor further said that the Council of Ministers had also threatened him. “last

night they staged a dharna in front of the Raj Bhavan.

Six ministers of the council participated in the dharna and the Home Minister  laid and supervised the dharna,” he said adding that the agitators had also blocked all the roads in the State capital, stopped movement of vehicle on the roads.
