The forward thinking Chief Minister of Andhra Pradesh, Chandra Babu Naidu, has taken a major decision to ease out Governance to deliver fast services to the public. In a next reformative step after bringing all State Government Departments and making first e-State, the Chief Minister decided to bring administrative reforms by changing Secretariat business rules and withdrawing old and British times laws and Acts which are not suitable to present and future generations.

In a review meeting with the Cabinet Colleagues and all Heads of Departments and Collectors, on Tuesday, the Chief Minister has declared the decision on administrative reforms. “After technological changes, time has come to bring reforms in certain civic services and administrative business rules”, he said.

While reviewing the half yearly growth rate registered as 11.37% against targeted 15%, Naidu advised all HoDs and Collectors to analyze the reasons behind less growth than targeted. “Even after GST and Demonitisation, we could able to keep Andhra Pradesh much ahead of National Average Growth Rate. My target is to improve and to put AP in first place in per capita income also”, he said.

“This will help spread awareness about the different programmes like continuous education, skill development, Sadhikara Mitra, Swachh Andhra Pradesh, gender sensitivity and others”, he said.

“This meeting is the preparatory meeting for the next Collectors’ Conference”, said the Chief Minister during the meeting with all HoDs, Secretaries and Ministers.

He made the opening address, and explained the goals and achievements of the state so far. “In South India, our per capita income is the highest”, he said, reiterating that the next projected GVA is 12%, and the state’s ultimate goal is to reach and maintain 15%.

“When the all India growth rate was 7.11%, we had a 11.61% GVA in 2016-17. In the first quarter this year, our GVA was 11.37% while the national growth rate was only 5.8%”, he said.

He said that the goals of the departments should complement each other, and point towards sustainable development, real time monitoring of performance indicators and advancement of technology.

Taking the example of US and South Korea, he said that implementation systems matter more than just the organisations at work.

He asked officials to work towards the digitization of all departments, so that the planned strategy can be realized, and the full potential of the governance system is reached.

“We are paid for serving the people”, said Chief Minister Chandrababu Naidu about the government leaders and officers. “Not just the GSDP, but every performance indicator is equally important to the growth of the state”, he added.

Officials reported that the top 10 sectors in contributing to the GVA are livestock, real estate, manufacturing, construction, horticulture, trade & hotels, fisheries, transport & storage, agriculture and public administration.
