With the Supreme Court clearing the way for Telangana State by refusing to stay the bifurcation of Andhra Pradesh, the process of division has picked up the pace.
State Governor ESl Narasimhan, who wanted the completion of the process by May 15 before the new Government takes over at the Centre, has accepted the recommendations of the high-level committee on the reorganisation of departments. The report, which has identified 22 departments and 20 State undertakings for immediate division as both the States need them, is being sent to the Central Government.
The Governor, meanwhile, met the officials and asked them to complete the process by May 15 so that the necessary files can be placed before the new Government. The undertakings and companies, which come under schedule IX, include the electricity, transport, housing and seed distribution companies and were responsible for the revenue generation. These departments and the companies will start functioning as two separate entities from June 2, as appointed day for the two States. The Centre, however, has already announced that Hyderabad will serve as the capital of both the States for ten years.
Different committees have already identified the buildings in Hyderabad from where the new Government and separate legislators of the two States will start functioning in Hyderabad. While the State Secretariat has been divided, providing different buildings to the Government of Telangana and Seemandhra, the new and old State Assembly buildings will be utilised for holding the Assembly sessions of the two States. Similarly two different buildings in Public Gardens will be used as the legislative councils of the two States.
Meanwhile, the Telangana Rashtriya Samiti has filed a petition in the Andhra Pradesh High Court on Tuesday seeking advancement of the appointed day from June 2 to May 15.The petition moved by the TRS leader Jagdeeshwara Reddy has sought a change on the ground that the delay will create a consititutional crisis in the State. The State is presently under President’s Rule and the results of the State Assembly elections will be announced on May 16.But the new Government can be constituted only on June 2, the appointed day when the two separate States of Telagnana and Andhra Pradesh will be formally inaugurated.
Justice B Sudarshan Reddy is expected to take up the petition for hearing on Thursday.
