A social activist, who is also wife of an IPS officer demanded action against all those civil servants who were flouting service conduct rule of having not more than two children.

Nutan Thakur, an RTI activist claimed that the Government is known for framing rules and then forgetting it. She said that one such rule is Rule 17A of the All India Services Conduct Rules 1968.

It says that every member of these services in his personal capacity shall observe the two children family norms. This Rule was formulated on January 13, 1995 through Notification No 11017/27/93- AIS(III). After passing of this Rule, every IAS, IPS and Indian Forest Service officers were expected to have not more than two children. But the Central and State Governments have taken no measures to ensure the compliance of this Rule claimed Nutan Thakur.

She had raised the above issue with the Cadre controlling Ministries of these three services- Ministry of Personnel (IAS), Home Ministry (IPS) and Forest Ministry (IFtS). She asked them to get definite data about each officer as regards the number of children and to take appropriate disciplinary action against those who have disobeyed this Rule.
