67,000 Central employees under scrutiny

In a first-ever massive exercise to identify the non-performers, the Centre is likely to review the service records of about 67,000 Central Government employees including the IAS, IPS, IFS officers. At present there are about 48.85 lakh Central Government employees.

The review exercise is a part of the Government's efforts to further improve the service delivery and governance system. According to Department of Personnel and Training (DoPT) the exercise may result in punishment to those who do not conform to the code of conduct framed for them. "The service records of nearly 67,000 Central Government employees are under review to check non-performance," said a DoPT official.

About 25,000 of the total are from all India and Group A services — including the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Revenue Service (IRS) among others. During the last one year the Centre forced for compulsory retirement to 129 non- performing employees which included IAS and IPS officers. The official said that the exercise which would be the first of its kind in the country both either at Centre or State level is an effort for "zero- tolerance" towards corruption and simultaneously ensure a friendly environment for honest officers those who believe in maximum Governance and minimum Government.

"The Government time-to-time reviews performance of its workforce. It is to encourage the honest employees," said the official.Earlier the Modi Government in its three years has introduced multiple relaxations in rules on transfer policy, leave Travel Concession etc. "But at the same time, a more objective mechanism has been developed to assess the performance of officers and also to determine their suitability for further promotion and empanelment," said the official.

As per norms, a Government employee’s performance is reviewed twice during service which is after after 15 years of qualifying the service and then after 25 years.

However this has not been followed practically except for the mandatory procedure for Annual Confidential Reports (ACR).
