The CBI on Monday filed a chargesheet in a Bongaigaon court (in Assam) against a former police official of Assam, Mouhibur Islam, as the mastermind of the 2012 ethnic

clashes in the State that had claimed 77 lives and destruction of properties worth crores.

The agency has chargesheeted Islam for various offences under the Indian Penal Code and Arms Act for his role in the ethnic violence. Islam is the president of All Bodoland Minorities Student Union.

The agency also recommended departmental action for major penalty against five Assam Police officials, including a Superintendent of Police, for allegedly failing in their duty to contain the violence which was allegedly triggered by Islam.

In its chargesheet filed in the court of special judicial magistrate in Bongaigaon, CBI alleged that Islam got a false FIR registered against members of another community for “accidental” gun shots sustained by him.

The CBI has that Islam accidentally sustained gunshot injury on July 19, 2012 but, he suppressed the facts and got registered an FIR through his brother at Kokrajhar police station on July 20, against a person of another community on the allegations that he fired at him and injured him.

CBI alleged in its chargesheet that on his directions, a bandh call was given for July 20, 2012 during which four persons of the other community were apprehended and lynched on his orders.

“The alleged acts of the former police official proved detrimental to public order and peace in the area and resulted in large-scale ethnic violence in Assam between two communities in which a large number of innocent persons were killed and properties worth crores of rupees destroyed,” the CBI said in a statement.

The agency had taken up the investigation of eight cases including the instant case relating to the incidents of alleged ethnic violence in certain places of Assam on the request of the Assam Government and further notification from the Centre.

These cases were earlier registered by Assam Police. The incident had also resulted in widespread exodus of people of North-East region from cities like Bangalore, Pune and Mumbai.
