A senior police officer said that policemen who remain deputed in a particular department till they reach the age of retirement should be deputed in other departments of police for fixed period of three/four years to enhance their skills. Experiences bear testimony to the fact that a policeman who has spent some years in the departments like intelligence, vigilance, CB-CID, State Disaster Response Force (SDRF), City Patrol Unit (CPU), Special Task Force (STF), Special Operation Group (SOG), traffic and others can do better policing when they are later deputed in the police stations or assigned with the task of patrolling or some other works. Policemen deputed in intelligence, STF, CB-CID, Chief Minister’s residence, Governor’s house and others are receiving extra allowances based on their salaries from the State Government.
Observers opine that policemen are needed to have multiple skills to tackle the new challenges they are facing now. Police are deployed on VVIP duties, collecting information through sources, maintaining law and order during protests and other occasions. With in crime cases being on the spiral with the offenders using the latest technology, the policemen need to have their skills honed in other wings of police department to effectively perform their policing duty in the departments they are working in, an observer said.
Recently, senior police officers faced huge political pressure when they had started the process of promotion in intelligence department. Eager to avail extra allowances based on their salaries, the policemen started piling pressure on their seniors to obtain transfer in intelligence through political executives.
Quizzed on the matter, State Additional Director General of police (administration) Ram Singh Meena said that the norm of revolving policemen from one department to another as part of enhancing their skills is not being applied here, The civil police can be deployed in vigilance or CB-CID departments depending upon the vacancy there. Armed police are normally deployed in traffic department. Armed or civil police may join State Disaster Response Force for three years. Such policemen may re-join SDRF till they reach the age of 45. PAC jawans may join City Police Unit (CPU) which has been formed to enforce traffic regulations and act as swift response team to crack down crimes like chain- snatching, eve- teasing and other offences in the city concerned.
He further said that a constable is allowed to work in particular district for 16 years while a sub-inspector for eight years. On medical ground, one or two years may be extended for these policemen.
It should be mentioned here that currently, a civil policeman joins the police station and retires from there unless they are deputed in other departments like CB-CID or vigilance to fill vacancy there.
