UPCA plans to hold Jan Adalats at tehsils

Uttarakhand Police Complaints Authority (UPCA) is planning to organise Jan Adalats at tehsil level across the State in order to ensure speedy inquiry into public complaints against police personnel. But constraint of finance, which is first and foremost requirement to make the proposal a reality, is the biggest hurdle on its way.

Notwithstanding the fact, the UPCA is taking serious efforts for making Jan Adalat at tehsil a reality in near future. As part of its plan, it also has drawn a detailed proposal that discusses what should be interval for organising Jan Adalats, whether it should be hold monthly, quarterly, biannually or annually.

If it becomes a reality, according to sources, the UPCA chairman and members would hold Jan adalat in the tehsils to decide matter related to complaints against the police personnel in present of senior police officials of district and tehsil level.

A source in the authority said that the senior office bearers at the authority feel that UPCA should hold Jan Adalats at least at tehsil levels to decide public grievances against police personnel expeditiously.

“Jan Adalats should be hold at each tehsil so that the complaints against the police personnel should be decided fast,” a senior official, pleading anonymity, said. He further added that the financial constraints were the hitch on their way to give a shape to the proposal to hold the Jan Adalats and it was the State Government that could do away with the hitch.

The UPCA also observes that there is immediate need of intense publicity on the authority so that people come forward for lodging their complaints with it. “Publicity should be started from countryside areas where rural folks are still unaware about the authority where they can lodge their complaints against the police personnel,” the official added.

He also observed that holding Jan Adalats at tehsils will serve two purposes together. On the one hand, grievances would be decided fast, on the other, it would create awareness among the masses about the authority.
