UKD sees red in UPRNN getting contract for key building construction

Uttarakhand Kranti Dal leaders have alleged major anomalies in selection of Uttar Pradesh Rajkiya Nirman Nigam for construction of civil defence and home guards building in Dehradun. Addressing the media, they averred that Urban Development, Home Guard and Civil Defence minister Pritam Singh Panwar had recommended in writing that the contract be given to UPRNN even though its was the highest bid of the three enterprises which had submitted tenders for the construction work.

According to party leader Pramod Kumar Dobhal, the UPRNN was blacklisted last year and though the last date for receiving tenders for the construction of Central Civil Defence Training Institute at Kotla Santur in Dehradun was December 31, 2012, the UPRNN submitted its tender on January 2, 2013.

“The UPRNN quoted Rs17.43 crore as the cost of the project whereas Uttarakhand Peyjal Nigam quoted this cost at Rs17.09 crore and BSNl stated it would do the work for Rs16.94 crore. Though UPRNN’s was the costliest bid, minister Pritam Singh Panwar recommended in writing that it be selected as the executing agency for the project. later, the secretary of the department concerned also stated that the minister’s instruction be

followed. This shows major anomalies in the working of the government because the minister is not authorised to take this decision and that too for selecting the highest bidder for the construction work,” said Dobhal.

Party leader Manmohan lakhera said that considering the fact that a black listed corporation was made the executing agency in spite of being the highest bidder, it is evident that the minister and bureaucrats of the department concerned are mired in corruption. “We demand cancellation of the contract and an inquiry into the major anomalies in the deal,” he said.

It should be mentioned here that Panwar is the sole MlA of the UKD who was suspended from the party for alleged anti-party activities.
