The education department has issued instructions to the teachers who were transferred under Uttarakhand Teachers Transfer Policy-2013 to join their new posts immediately failing which departmental action will be taken against them after November 15, said Principal Secretary Education S Raju on Thursday.
The department has stopped releasing salaries of those teachers who were transferred under the policy but have not yet joined their new posts, he added.
It may be mentioned here that around 384 teachers of Government primary school, Government junior school, Government high school and Government inter colleges who were transferred to the schools located in inaccessible areas from accessible areas under the policy have not joined their new posts so far. The department had released transfer list of 948 primary school teachers and 667 higher secondary school teachers in the second week of September.
The principal secretary said that despite shortage of teachers in the schools located in mountainous parts of the state, students are performing well in the Uttarakhand Class X and Class XII board examinations. He requested the Uttarakhand Chief Minister Vijay Bahuguna to provide education loan at cheap rate to meritorious students for completing their higher education.
He has directed the education officers to conduct inspections in schools and submit report to the education directorate by 26th of each month. It has been observed that in spite of attending their schools located in inaccessible or most inaccessible area, some teachers are appointing local person in the school to work in their place for a meagre amount while withdrawing their own salaries from the department. After verifying it with students and their parents, FIR will be lodged against such teachers in the State.
After release of teachers’ transfer list under the policy, the department had released instructions directing teachers to join in their new post, but they did not join. With a view of maximise number of teachers joining their new post, the department has released new guidelines directing them to join their posts immediately failing which departmental action will be taken against them. Teachers are being given a last chance to join their new posts.
The education department reports revealed that hundred percent teachers joined their new posts after being transferred in the schools located in accessible area from the schools located in inaccessible area in the state while around 30 per cent teachers have not joined who were transferred in the schools located in inaccessible area.
