The three-member committee appointed by the State administration to look into the complaints of teachers on recent transfers has completed its exercise and is likely to submit its report within a couple of days.
The joint secretary education, Kavindra Singh, who is a member of the committee, told The Pioneer that the report would soon be submitted. He said that a total of 990 complaints of Lecturers and Lecturer Teachers (LT) were received by the committee. Similarly, hundreds of primary teachers also had grievances about their transfers.
It is learnt that the committee in its report would recommend some cases of transfers to the high profile committee headed by chief secretary, Uttarakhand under section 27 of Transfers Act- 2017.
It is worth mentioning here that after receipt of a large numbers of complaint in transfers, the secretary education R Meenakshi Sundaram formed a three member committee.
The committee comprised Joint Secretary School education, Kavindra Singh, Deputy director, State Council of Education Research and Training (SCERT), Anand Bharadwaj and Additional Director, directorate, school education Vandana Gabriyal.
After complaints, the Governments also decided to cancel the transfers of teachers done against their wishes from hard to access (Durgam) areas to easy to access (Sugam) areas. It also directed the department not to reduce the number of teachers from the border districts.
After seeking applications from the teachers, the education department transfers hundreds of teachers in the month of June. These transfers evoked strong response from teachers. In many cases, teachers who were on verge of retirement were transferred in violation of the transfers act.
Many teachers complained that the act was blatantly violated in the transfers. The department had done large scale transfers in the department which is biggest in terms of numerical strength. These transfers were done at the level of state administration, education directorate, divisional and district levels. The complaints of irregularities have emanated from the transfers done at the level of division and districts.
