The Rajkeeya Shikshak Sangh (RSS), the organisation of lecturer and lecturer Teachers (lT), is planning to file a contempt petition in the Uttarakhand High Court for the appointments of Block Resource Person and Cluster Resource Person (CRP) in the State education department.
The President of the Sangh, R S Chauhan told The Pioneer that the process of appointment of BRP and CRP is stalled for long and the HC on two instances has given orders that these important positions should be filled immediately. He said that a formal meeting of the office-bearers would be held on Monday to discuss the issue but the mood within the organisation is to file a contempt petition in the court.
It is worth mentioning here that war of two major teacher organisations, the Prathemik Shikshak Sangh (PSS) and RSS on BRP and CRP appointments has forced the state government to tread cautiously on the issue.
The Right of Education (RTE) mandates that every education cluster should have experts of subjects like English, Mathematics, Science and Social studies and they should help out the academic problems of the teachers of their subjects. To fulfill this mandate the education department initiated a process of recruitment in the cadre of BRP and CRP in the month of June 2014. The department planned to recruit 285 BRP and 984 CRP to give support to the teachers of government primary schools.
The creation of a separate cadre also meant that posts like Block Resource Coordinator (BRC) and Cluster Resource Coordinator (CRC) become redundant and the serving personnel be sent back to their original schools.
The leaders of Prathemik Shikshak Sangh (PSS) protested against creating new cadre as most of the serving BRC and CRC belonged to the cadre of Primary teachers.
Notwithstanding their protest the department went ahead with the examination which it conducted in the month of December 2014. After much delay the result of the examination was released last year. Interestingly most of the selected candidates belonged to the cadre of lT and lecturers causing heartburn in the PSS.
The organisation of primary teachers yields considerable political clout due to which the process of appointment is being delayed.
The PSS is of the opinion that the serving BRC and CRC who had cleared departmental examination in the year 2002-03 should be absorbed in the new cadre of the BRP and CRP which the RSS is opposing.
However the department is losing due to the delay in appointments as these posts are from centrally funded Sarva Shiksha Abhiyan (SSA).
