Take back my medal, says suspended SI

Suspended sub-inspector Nirvikar Singh has requested the Uttarakhand Governor Dr Aziz Qureshi to take back the medal awarded to him in the past for excellence in service by the then Governor Margaret Alva on January 26, 2012. He said, "Despite having done exceptional work as an investigating officer and receiving medal from the Governor and an appreciation letter from the Intelligence Bureau, Ministry of Home and certificate for best investigator of the year by DGP BS Sidhu, several inquiries have been set up against me."

He alleged, "I am being made a scapegoat with departmental enquiries being set up against me because I had not followed the instructions of senior police officers who were trying to influence the police investigation in the case of forest land purchase by the Director General of Police (DGP) BS Sidhu. I was awarded best investigator of the year on May 11, 2013 by DGP Sidhu in a programme organised by Dev Bhoomi Group of Institutions, Suddhowala. Impressed with my effective investigation skills, I had been directed to the Haridwar police in solving one of the cases registered there in the previous year. On the one hand I was awarded by the governor and recognised for excellence in service while on the other hand, departmental inquiries have been set up against me. It is not clear whether I am good for the department or bad."

He further said, "Regarding the case of Rs 34 crore scam in South Indian Bank by its officials, I could not complete the investigation within the stipulated period because I was burdened with number of cases and because a senior officer told me to complete investigation of the cases given to me by him first."

Singh was suspended on May 19 this year for addressing a Press conference in Dehradun wherein he had accused the DGP of attempting toinfluence the police inquiry into the purchase of a forest land by Sidhu. In his defence, Singh had stated that he had not made any statement which was against the policies of State Government or police department.

Nirvikar said, "In 30 years of my service in Police department, I have investigated numerous cases without receiving an adverse entry but departmental actions were initiated against me after I submitted an affidavit in the court alleging that senior police officers were trying to influence the police investigation in the forest land purchase case. In the affidavit I had highlighted points which need to be investigated and stated that departmental inquiries were instituted after April 2014 on my investigation of about half a dozen cases of Kotwali, Raipur, Dalanwala and Nehru Colony police stations. There are several issues which I had earlier raised and will do the same in future but my concerns have not been heard so far. Irked over this, I have appealed the Governor to take back the medal I was awarded by the previous Governor."
