Sub Inspector Rajat Kasana, who had lodged FIR against former Udham Singh Nagar SSP and IPS Kewal Khurana on April 29 without seeking prior approval from State Government, has been transferred to police lines on the charges of dereliction of duty by incumbent SSP Anant Shankar Takwale with immediate effect on Sunday morning.
It has been told that SSP visited the ITO police station early on Sunday morning but Station officer (SO) was missing without permission so he was transferred along with ASI with immediate effect. With this action SSP Takwale has tried to make his position clear because Governor has taken this dastardly act very seriously and called him to Dehradun and also referred the matter to CBCID.
With this action Raj Bhawan has sent message to the police officials that such acts should not be repeated in future. It would be second FIR against the IPS Khurana in last one and half months. An official said that Sidhu has retired on April 30 but left several questions unanswered and whosoever had blindly joined his faction will have face musisc in coming days.
During inspection, SSP Takwale also inspected the register of General Duty (GD), which was not properly filled, so SSP took it very seriously and suspended the ASI. It would be pertinent to mention here that ITO Station officer (SO) Kasana had lodged FIR against the IPS Khurana under the IT Act and scam in Dineshpur police station of Udham Singh Nagar district on April 29.
Actually while on the post of Udham Singh Nagar SSP, Khurana had punished Kasana so he approached the State human right commission (SHRC). He had alleged that Khurana had demanded Rs two lakh as bribe but he could not pay so he was being harassed with the salary being delayed by the SSP.
Following on the petition the commission had instructed then DGP Sidhu to take appropriate action on it. As there was undeclared war was going on between then DGP BS Sidhu and IPS Kewal Khurana. As Sidhu was supposed to retire by April 30 so a day ahead of his retirement he visited Udhamsinghnagar and lodged FIR on the basis of human right commission’s instruction. Ironically he did not bother to inform the government before lodging FIR against the serving IPS.
Going to Dehradun SSP Takwale, who was called to Dehradun by Raj Bhawan, visited ITO police station and inspected the police station as well. During inspection he found that SO Kasana was missing without seeking prior approval of higher authority. Taking cognizance on dereliction of duty SSP transferred to Kasana police line with immediate effect. With this action he has justified his work so that he would be able to give latest update to the Rajbhawan.
Ironically as the matter came to media then governor, who is leading the state under president rule, has taken the matter very seriously and asked CBCID to investigate the matter. It would be pertinent to mention here that IPS Khurana had made allegation against then DGP SIdhu. As we know that while Khurana was SSP Dehradun when a forest land encroachment matter came against then DGP (Rules & Manual) BS Sidhu in the year 2012. Being a SSP Dehradun he conducted the probe and submitted it report to then DGP Satyavrat Bansal as well. Since then there was undeclared war between due Sidhu and Khurana.
A day before his retirement Sidhu visited Udhamsinghnagar and lodged FIR against Khurana through Kasana. Coincident state government also issued charge sheet against the DGP BS Sidhu. Few months ago a case was lodged against then Udhamsinghnagar SSP Kewal Khurana and later he was attached to Chief Minister office (CMO) since inception of president rule he has been serving as OSD home department.
Before his transfer from Udhamsinghnagar SSP to Dehradun a case was lodged against IPS Khurana on the charges of manipulation in Onida factory burnt case, which happened in the year 2012 and 12 people had allegedly died while he was SSP Haridwar, in Haridwar district.
