Regarding the strike call by Government employees under the banner of Uttarakhand Adhikari-Karmchari-Shikshak Samanvay Samiti on January 31 and February 4, additional chief secretary Om Prakash has directed that for a uniform solution to the issues of employees, the committee under additional chief secretary, Personnel, Radha Raturi should consistently review and work towards solving these issues. He further said that full security will be provided to those who wish to work on the dates when the strike is slated to be held. The employees taking leave on January 31 and February 4 should not be allowed entry in the secretariat, he added.
He also directed all departmental heads to form grievance committees for finding solutions to employees’ issues. Meetings should be held every three months for redressal of problems raised by the employees. All district magistrates were directed to ensure law and order during the said time period. Directions were also issued to facilitate closed circuit television cameras and videography at various spots in the city to keep an eye on the employees on strike.
Additional chief secretary, Personnel and Vigilance, Radha Raturi reiterated that the proposed strike is prohibited under the state employees conduct rules. She clarified that the department had already written for implementation of the orders of the high court in the PIL in the matter of prevention of recurrent strikes organised by various government/non government unions/organisations. Strikes/work boycott by employees organisations in support of their demands cause much inconvenience to the public and delay implementation of various schemes of the government. She further said that the strike notice given by the employees committee amounts to contempt of the orders of the high court. She requested the employees to withdraw the strike call, to avoid inconveniencing the public. The state government had taken various decisions in the interests of the employees. Officers should ensure that no leaves are granted on the planned days of strike, said Raturi adding that anyone who takes leave on the said dates will be considered to have participated in the strike.
