State Police mulls launch of Citizens' portal on Nov 9

The days of people making futile rounds of police stations to lodge FIRs against their complaints would soon be over with the State police mulling to launch citizens’ portal in Dehradun district on November 9 to enable common citizens to lodge complaints through emails.

The portal is a part of Crime and Criminal Tracking Network System (CCTNS). One can visit the website -ukpolicecitizenportal.uk.gov.in/citizen/login.aspx and they can register complaints after filling in necessary information, including mobile number. One time password (OTP) number will be generated.

Dehradun district has been selected as a pilot district for the implementation of the scheme. ADGP (Administration) Ram Singh Meena said that no official can withdraw the complaint even if he/she wishes as the complaint number would be generated once the emails are received.

Hailing the initiative, observers say it would prove a boon for the citizens of the State.  The refrain runs that the common people make several rounds of the police station to register complaints and most of them fail unless they approach the senior cops or political executives to have their FIRs lodged.

A police officer said that along with the complaint, the complainant will have to provide his or her identify proofs through the emails. The complaint number will be automatically generated in police station concerned after emails from the complainants are received and police station in-charge will depute an Investigation officer to conduct thorough probe into the emails.

“The complainant will be informed through phone if their complaints are found worth probing and FIRs would be registered accordingly against the accused,” he added.

In the citizen’s portal, the complainants can write the complaint or they can edit the complaint and see the progress of the complaint. According to police officer, the police station would send three SMSs to the complainant. First, the complainants would receive an SMS informing them that their complaints have been received apart from providing them the complaint numbers.

After a few days of investigation, police would send the second SMS, informing them about the status of the complaints. And finally, the complainants would receive SMSs, informing them about whether their complaints are valid or not and if found valid, they would be asked to lodge FIRs in their respective police stations. Time -frame of solving the registered complaints would be fixed later once the portal is launched.

Earlier, the department officers had selected five police stations- Dehradun, Vasant Vihar, Nehru Colony, Clement Town and Rajpur- to use citizens’ portal wherein the policemen and police officers are registering complaints sent through emails in the police stations concerned. “The trial has proved successful in these police stations, encouraging them to launch the district-wise initiative,” police claim.
