The State Government is likely to move Supreme Court against High Court’s recent verdict, directing Government and Government- aided colleges to allow admissions on sanctioned seat and on the basis of merit. Sources said that the State Government’s move if undertaken would be based on the stance that it needs time in view of the five years’ plan for developing higher education infrastructure in various Government colleges having been conceived. Moreover, the State Government recently released GOs for setting up 15 Government degree colleges. “This would buttress our claim for an Apex Court stay on the HC order in case the State Government decides to move SC,” sources said.
With the students’ pressure mounting on the State Government to follow last years’ admission process this year too in the Government and Government — aided colleges despite the HC’s order, the State Government would have no other option but to move Supreme Court, sources said.
Mention worthy, High Court, in a writ petition (PIl) no 164 of 2013, observed recently that the institutions under the HNB Garhwal University are allowing admissions far more than their permitted intake. Besides, the mandatory minimum 180 days of teaching a year are not being followed and the teachers are not available in the institutions for five hours a day, the HC order said.
