The categorisation process of work places on the basis of accessibility is being keenly watched by thousands of employees of different departments of state government. After implementation of new transfer act, the categorisation of workplace into easy to access (sugam) and hard to access (Durgam) areas would play a major role in determining the place of posting.

On Thursday, the State health directorate released the list of Sugam and Durgam areas. All the areas barring Chakrata and Kalsi ( excluding block headquarters) of Dehradun were put in the Sugam category. Similarly all areas of Haridwar and Udham Singh Nagar district were included in Sugam. The health directorate also categorised all areas of Rudraprayag, Chamoli, Bageshwar and Pithoragarh districts in Sugam categories. The Public Works Department (PWD) has also completed the process of categorisation. It has put entire area of Dehradun district barring Chakrata in Sugam category while all areas of  Nainital, Udham Singh Nagar and Haridwar districts have been put in Sugam category. The department has put all areas of Chamoli and Rudraprayag districts in Durgam categories. All areas of Tehri district barring Narendranagar and all areas excluding Kotdwar, Dugadda and Srinagar of Pauri district would be in Durgam category. On Thursday, the Secretariat administration also released its categorisation according to which the secretariat would be in Sugam category.

The office of Commissioner state taxation has categorised all areas barring its head office, lakshmi Road office, Asharodi check post and Railway station in Dehradun into Durgam category. All areas of Pauri, Rudraprayag, Chamoli, Pithoragarh, Almora, Bageshwar and Uttarkashi districts would be in the Durgam categories.

Recently in a review meeting the Chief Secretary (CS) of Uttarakhand Utpal Kumar Singh directed all departments’ heads to compulsorily upload the information about categorisation of work places based on accessible and hard to access areas on departmental websites before April 15.

In the meeting the CS directed secretaries, to mandatorily ensure uploading of lists on the websites of their department about available vacancies, eligible personnel for transfer and categorisations of work places based on the accessible and hard to access areas. The state administration has also directed the departments to form transfer committees to ensure proper implementation of the Transfer Act- 2017.

It is worth mentioning here that as per act the process of categorisation of workplaces had to be completed by March 31 whereas the process of formation of transfer committees had to be completed by 1 April. As per the Act, identification of employees for compulsory transfer from easy to access to hard to access areas and vice versa had to be prepared by April 15.

The employees of different departments are going through the details of the act and categorisation so that they can apply for the transfers.
