A delegation of the Secretariat employees misbehaved with Secretariat Administration Secretary RK Sudhanshu in his office at the Secretariat here on Wednesday.
Sources said that the Secretary has lodged an FIR regarding the mibehaviour by the Secretariat employees.
The Reviewing officer of year 2012, who recruited through public service commission and now being denied their right due to appeasement policy of political master, have adopted a wait and watch stance but later they approached high court against the ongoing promotion of the employees merged in secretariat.
Following on the writ in the high court, State chief secretary constituted a committee led by secretary Secretariat Administration, two members one each from law and personnel department.
The committee had invited both parties to understand the case because state is suppose to file counter in court. The meeting was called to verify the ground by which they were merged in secretariat. During this process a delegation of secretariat employee fought with the secretary.
An employee of secretariat challenged the decision of State Government in high court alleging that several employees who had been merged in secretariat were being promoted without observance of service rules. As per the norms any person can be merged and would be considered as equal but his seniority order will come at last of the batch.
In secretariat several employees have managed to get merged in secretariat with the connivance of bureaucrats and even they managed to secure promotion using all means possible. Due to this reason, bonafide officers could not be promoted because they did not have their ‘godfather’.
Feeling upset with the set pattern, an officer challenged the decision in high court and high court heard both the parties and directed that the issue be settled hearing both the parties and sought action taken report (ATR). To avoid any discrepancies state government constituted a committee to study the case.
On Wednesday, the Secretariat Administration secretary called the delegation of employees merged in secretariat from different departments and even some who were employed on compassionate grounds and now getting promoted at regular interval.
However, they misbehaved with Sudhanshu at the meeting. They openly challenged him stating that he could not get away with anything because he was an IAS officer.
They thumped his table during the heated argument which ensued.
