Think twice before you spit or throw anything like cigarette/bidi butts or gutkha wrappers inside the premises of the Assembly and the Secretariat as you would be warned for the first time and in case you repeat you would be forced to shell out penalty. Even the employees of these two institutions would not be spared if they are found committing the offence. The rule would be officially enforced on July 19 as per the order, bearing the signature of the principal secretary Anand Vardhan, that was issued on Tuesday. Although the order mentions the visitors it applies to the employees too.
The order says that secretariat administrations (SAD) of both these institutions have noticed the visitors littering the premises while casually throwing the leftovers of the eatables, gutkha wrappers and cigarette/bidi butts aside from spitting here and there. The walls, the lifts and even the parking lots are bearing signs of the visitors dirtying the complexes that are marked as the nerve centres of the state’s governance and the administration.
As per the order, the employees would be on the vigil to catch the visitors, particularly those who visit these premises frequently, spitting or littering the premises. If they are the first time offenders they would be let off with warning. But if they are caught repeating the offence they would be made to cough up a penalty. The security personnel would issue receipts against such payment of penalties. If the visitors thus penalized refuse to pay the penalty their passes would be cancelled immediately and the data would be maintained so as to stop such passes from being re-issued.
In case of the employees found committing the same offence and refusing to pay the penalty, SAD would write to the heads of the departments concerned or the secretaries concerned through the chief security officers or the security officers. Besides, SAD has taken note of the late arrival of the sanitation staffers to clean the offices. The rooms being closed when they come, the offices remain un-cleaned for the day. SAD has asked all the joint secretaries, deputy secretaries, under secretaries, private secretaries and section officers to make sure that the office rooms are opened by 9.15 pm daily on the working days with the works at the Secretariat/Vidhan Sabha starting at 9.30 am.
