In compliance of the Uttarakhand High Court order, the HNB Garhwal Central University registrar Prof PS Rana has directed every institution affiliated to the university to specify the course, duration and sanctioned strength (approved seats) in their admission prospectus from academic session 2014-15 onwards and submit a copy of the prospectus to the registrar of the University before completion of their admission process.
The university will initiate action like de-affiliation and debarring the students of the institution from examinations in case an institution fails to comply with this order. In any case, any admission beyond the approved sanctioned seats will be the responsibility of the principal of the institution in case of affiliated colleges and head of department and deans of the schools concerned as the case may be.
It should be mentioned here that Uttarakhand High Court, in writ petition (PIl) had observed that the institutions under the HNB Garhwal Central University are admitting more than their permitted intake of students; mandatory minimum 180 days of teaching a year is not being ensure and that the teachers are not available in the institutions for five hours a day.
As per directions of the High Court, the university has submitted affidavit stating that from 2014-15 academic session, the university will implement the orders of the HC and take action against institutions found guilty of contempt of court. The matter was also placed before admission committee for the academic session 2014-15 of the Garhwal Central University and the committee resolved to ensure compliance to the High Court order.
The university registrar Rana has clarified that the head of the departments will be held responsible for non implementation of minimum teaching of 180 days in a year. Principals and head of departments, deans of the schools as the case may be, will have to ensure that the faculty members are available in the college/departments for a minimum of five hours a day.
