Expressing disappointment over the Opposition behaviour, Speaker Govind Singh Kunjwal has said that by creating obstruction in Vidhan Sabha proceedings, the Opposition has shown disrespect towards democratic system. "By doing this they have also shown that they don't bother about the public issue because they did not participate in the question hour," Kunjwal.
As per the Constitution, the House has Zero Hour, which happens immediate after question hour, to have debate on any urgent issue. Whenever house is in progress then entire government machinery on their toe because opposition can raise any issue, which happens within the state territory, during zero hour but opposition missed the golden opportunity. By adopting adamant behaviour they have failed to raise public issue.
On condition of anonymity a senior officer said that legislators have made mockery of democratic system. It is okay they have right to create ruckus on any issue in the house and they might have registered their protest on different issues, which went unnoticed due to obstinate attitude, because they don't bother about public concern. They got allowances without doing any work.
To run the House, the State Government spent millions of rupees in this budget session by deploying hundred of security personnel and entire government machinery got busy to prepare answer of questions, which are being submitted by the MlA in advance, but if you review the outcome of this session then it is completely zero other than budget. By participating in the budget session or Governor speech, the Opposition might have made mockery of the Government, but they missed the bandwagon.
Sources said that instead of raising public issue in the house, legislature moot a proposal to raise their allowances. For this they have given a reason that petrol and diesel prices have gone up so they are finding it difficult to visit their Assembly constituency. It means they participated in the session to raise their allowances only. Although treasury bench has constituted a 11 members committee led by Speaker, but no official confirmation came so far.
