A day before polling for bypolls lated on July 21, war of words between Congress and BJP has reached on its peak on Sunday. In a bid to take decisive action against the BJP national secretary Trivendra Singh Rawat, Chief Minister Harish Rawat has called cabinet meeting on July 20. Sources said that cabinet may take punitive action against the BJP leader Rawat in Dhaincha (green manure crop) seed procurement, which happened while Rawat was agriculture minister during BJP regime between 2007-12. To challenge the CM, the BJP leader said: "If he has any documentary evidence against me then he should make it public". Now, the Congress is raking the issue to get political mileage only so he expressed hope that people are very smart so they will teach a lesson to Congress on July 21.

Responding to the Congress allegation, who burnt the effigy of then agriculture minister Trivendra singh Rawat on Sunday, Rawat challenged that if CM Rawat believes that he has done anything wrong while discharging his duty as agriculture minister, why he is sitting idle on the report. He alleged that to get political mileage, CM Rawat is raking the issue to divert the attention of people from Fl-2 allocation to a single liquor baron.

To retain the fertility of the deteriorating soil conditions of farmland caused by excessive use of fertilisers in the tarai region of the State, then  agriculutre  department decided to encourage the farmers to sow green manuring crop, which is also known as Dhaincha. In 2010, the department decided to pormote it in a bigger manner. For this, the department procured large quantity of seeds and scam resurfaced so department enquiry was constituted during BJP regime.
