A case under Section 3 of Police (Incitement to Disaffection) Act, 1922 was registered in Kotwali police station on Saturday
against sub-inspector Nirvikar, who was suspended on May 20 for addressing a Press conference on May 18 wherein he alleged that the State Director General of Police BS Sidhu is attempting to influence the inquiry into the purchase of a forest land by Sidhu. Sources in the police department said that the investigation officer of this case may arrest SI Nirvikar shortly.
Addressing the media on May 18, Nirvikar Singh had said, “I am fighting for truth and I am not such a person who exposes departmental irregularities after retirement. I am not protesting against the policy of the State and the police department, but raising the issues pertaining to DGP Sidhu, who had allegedly bought the land and directed green trees to be axed there.”
Taking cognisance of media reports about the press conference in Dehradun by Nirvikar on May 18, Rudraprayag SP Barindarjeet Singh had suspended Nirvikar on May 20 and an inquiry has been set up led by circle officer Swatantra Kumar over the issue. Earlier, SP had said that while in service, a Government official can’t hold a Press conference.
CO Kumar conducted the thorough investigation in this case and found that addressing press conference while in service is against the police manual.
Following this, a case under section 3 of Police (Incitement to Disaffection) Act, 1922 was registered against Nirvikar in Kotwali police station on Saturday.
It should be mentioned here that Nirvikar who was posted in Rudraprayag district had earlier submitted an affidavit in the court alleging that senior police officers were trying to influence the police investigation in the forest land purchase case.
