Sans technical staff, MCD e-governance plan hit

Published on:

The plan of Municipal Corporation of Dehradun (MCD) to interconnect the whole system with e-governance seems to be put on the backburner. The technical work at MCD is being hampered due to lack of technical staff at the corporation.

According to the MCD officials at present the department is lacking important technical staff including system manager, IT officer and programmer, who are responsible for major technical tasks at MCD.

Environment Officer at Project Implementation Unit (PIU), Pankaj Bhatt, informed that the system manager plays key role in developing any kind of server and software while the IT officer and the programmer assist him in all the technical works.

The tasks of website updation and the related software development are dealt with mainly by the IT officials. Due to the technical staff shortage the technical work of the MCD is badly affected, informed Bhatt.

Currently, the department is somehow managing the technical work by deploying the PIU officials in the technical department.

However, the MCD officials complained that IT section requires a well educated and technically sound officer but there is no such officer presently at MCD who can solely hold the technical responsibility of MCD.

Meanwhile, Mukhya Nagar Adhikari, Ashok Kumar said that the corporation has already demanded restructuring of the department's official structure and hopefully the technical staff shortage problem would be resolved if the demand is met. Kumar stated that MCD has also hired around 3-4 technical staff from Uttarakhand Purva Sainik Kalyan Nigam limited (UPNl), who are deployed in the tax department of MCD to speed up the latest online taxation work.

Project Implementation Unit officers are also qualified and are technically sound enough to manage the technical work of MCD.At present, five PIU officers are being deployed to help in the technical tasks of the department, maintained Kumar.
