In a bid to establish two way communication secretariat administration (SAD), which has recently implemented several decisions like mandatory carrying i-card, uniform for PRD & Home guard officials, punishment for defacement of Secretariat and wrong parking, is going to conduct open house meeting on Saturday. This was confirmed by Principal Secretary Anand Vardhan while talking to The Pioneer. As such meeting is going to happen first time in the history of Uttarakhand Secretariat so employees were excited too.
He said that it is true that SAD manage the Secretariat and Vidhan Sabha. Although employee are free to contact him or other officials of SAD but this time we have decided to have open house meeting so that we would listen their grievance too.
Talking to The Pioneer an under secretary said that there are several issues which he or his colleague would raise during open house meeting. It has been noticed that SAD has enforced us to make your presence by 9.30 am and can leave by 6 pm only. While we are bound to land in the office by 9.30 am due to biometric attendance system but why SAD is not checking that why so and so officer/employee are leaving office so late. If he is unable to see it then what is the use to force us to land at 9.30 am. Even officer calls us on Saturday but there is no any specific provision for this. Being a junior to the office we have no option just to come to office as per the order of boss.
A PRD Jawan, who has to wear uniform and carry I card too, said that it is true that he is part of PRD and it has its own uniform but by wearing uniform we have to do everything from carrying file to cleaning utensil too. If you want such kind of service from us then either you give us different colour of uniform or debar us from cleaning utensil.
An officer said that as per the rule there is norm to write annual career report (ACR) of each employee of the State Government. Here officer holds such file at their table so he has no choice except perennial wait. Either SAD makes a rule either you write on his ACR or return it or if officer is making unnecessary delay then it should be considered as the officer does not have any grudge with him/her so that file can move ahead. Due to such discretion officer is putting undue pressure over them and we have no option just to wait and wait only.
