Role of Uttarakhand police draws flak

Published on:

The case of Ruby Choudhary, who managed to stay in lal Bahadur Shastri National Academy of Administration (lBSNAA) as a trainee for seven months, is not being treated efficiently by the Uttarakhand Police. For instance, whenever a major crime is committed in the district, the district police head, range head and DGP rush to the spot but in this case only, SIT is investigating the case. No IPS rank officer has visited lBSNAA so far. Many are now asking why senior officers of the Uttarakhand police are keeping themselves away from this case.

On condition of anonymity, an official said, “Generally, senior police officers visit the crime scene to investigate the case from all angles. But in this case neither Dehradun SSP/DIG Pushpak Jyoti nor Garhwal DIG/IG Sanjay Kumar Gunjyal or even DGP BS SIdhu bothered to visit the crime scene. It indicates that senior officers are under pressure, otherwise they would have visited the spot. Due to this reason, SIT could not resolve five questions in the case investigation.

For instance was Ruby part of Bharat DarshanIJ After three-month long foundation course IAS trainees are sent for Bharat Darshan. If she was part of this, then it is a serious lapse because lBSNAA books ticket of each trainee for Bharat Darshan.

Is Ruby’s name mentioned in the group photograph with President Pranab Mukherjee during his visit to lBSNAA in December 2014IJ As per the norms academy maintains the record of the picture so they carried the name of each person, who have appeared in the picture, below the photograph. Sources said that her name seems missing from photo caption.

Sources further said lBSNAA might not be appearing before media but their intention seems serious because it was the academy who lodged FIR against Ruby. An FIR can’t be suppressed by the police because FIR closes after a court order.

As per norms, each IAS trainee is supposed to attend morning PT and it is mandatory for each trainee to sign in the register before entering the ground. Was she signing in the attendance registerIJ Most trainees of Foundation course (FC) call their parents and academy provides them guest house so had Ruby also invited her parents to AcademyIJ

Was she having food in trainee messIJ If she was having food in the mess, then she was doing so in what capacityIJ Why was she not staying in trainee hostelIJ Was she attending the trainee class because she was caught in the middle of first phase course, which happens between January- MayIJ Another question being asked is who zeroed in on Ruby and how she was identifiedIJ

After declaration of UPSC result, each candidate reports to lBSNAA and they have to go through FC between August and October. later, except IAS, all trainees leave for their further training and IAS trainees go for Bharat Darshan between November-December. later, each trainee allotted to their cadre and divided into small group and each group being led by the counseller known as deputy director (DD). One DD is appointed as Course Director and in this case IAS Saurabh Jain, who Ruby accused of facilitating her stay at the academy.

later IAS trainees had to attend phase one course, which happens between January-May. later, all trainees are sent for district training between June-May. In last phase or phase two, course trainees attend between June-August. Thereafter trainees become IAS officers and are sent to their allotted cadre.
