The investigation committee set up by the medical health and family welfare department to look into the charges of alleged financial embezzlement against the Rajbhara Medicare Private limited is expected to submit its report soon. The committee was set up by the department to investigate the charges of financial irregularities in the functioning of Raipur Community Health Centre (CHC) due to which the State exchequer was being drained.
The head of the investigation committee Dr D K Chakrapani told The Pioneer that the committee is investigating the charges and would submit its report in some days. He informed that he had already submitted a preliminary report to the Government. Dr Chakrapani who also holds the charge of Assistant Chief Medical Officer (ACMO) of Dehradun refused to divulge the details of the investigation; he however accepted that officials of Rajbhara are not cooperating in the investigation.
The committee began its investigation on December 30 and its preliminary report was forwarded by the CMO Dehradun to the Principal Secretary health and Director General (DG) of medical health services on January 8. It is believed that the investigation committee has found damning evidences against the Rajbhara Medicare Private limited in the functioning CHC of Raipur.
Many doctors of Raipur CHC are believed to have disposed before the investigation committee that the management had given them minimum monthly targets of pathology tests they should prescribe for the patients. The private player is allegedly involved for burdening the State Government and charging it for unnecessary pathological and other tests done on Below Poverty line (BPl) patients and pregnant women.
Sources revealed that these patients did not object when multiple and unnecessary tests were performed on them as they do not have to pay anything for the pathological tests because the State Government reimburses the amount of these tests to the private player as per the memorandum of understanding (MOU) of Private Public Participation (PPP) model.
It is pertinent to mention here that the State Government on the complaint of hospital superintendent Dr Naresh Napalchiyal had set up the investigation committee. The superintendent had found irregularities in pathology and other tests in the hospital. Interestingly the members of the committee had complained that the private player had threatened them of dire consequences if anything objectionable is revealed in the inquiry report.
