The BJP leader and statehood activist Ravindra Jugran has blamed the Governor of Uttarakhand for status of job reservation for the statehood activists in the state. Giving a big setback to the statehood activists, the Uttarakhand High Court (HC) in a recent order had declared the 10 per cent horizontal reservation granted to statehood activists is unconstitutional.
Addressing the mediapersons here on Friday, Jugran said that under public pressure the Congress Government had passed a bill granting 10 percent horizontal reservation to those who fought for a separate state from the state assembly. He further added that the Raj Bhawan is sitting over the bill from last three years due to which it could not get the status of an act.
Jugran said that this long delay resulted in challenge to the horizontal reservation in the HC. The view of the court would have been different had the 10 percent horizontal reservation been granted a constitutional status, he opined.
The BJP leader who also is a former chairman of Rajya Nirman Andolankari Samman Parishad said that the governor should offer a clarification for this carelessness and insensitivity as Raj Bhawan is responsible for the present situation.
He also advised that the state government should appeal against this decision of Uttarakhand High Court in the Supreme Court. The BJP leader was of the view that successive state governments failed to enact laws for protecting rights of the statehood activists. He said that the thing which should be noticed that the Horizontal reservation is actually not reservation as it is not given in every recruitment. Jugran added that the HC too has not understood the basic concept behind the creation of Uttarakhand and the peaceful and historic agitation the people of the state for Uttarakhand. He cited exonerating the then District Magistrate Anant Kumar Singh, the main accused of Muzaffarnagar massacre and using the word ‘ Rowdy’ for the peaceful statehood activists as an example.
