The Prathamik Shikshak Sangh (PSS), the biggest organisation of Government teachers, is seeing red on the green signal given by the State Government on the appointments of Block Resource Person (BRP) and Cluster Resource Person (CRP).
The leaders of the association are terming the Government’s decision to appoint 1,279 BRP and CRP as contradictory to the assurance given by State Chief Minister Harish Rawat that serving BRC and CRC appointed by the process of examination would not be removed. The association is now planning to lodge its strong opposition on the decision.
The Secretary, School Education, D Senthil Pandian said that the appointments of BRP and CRP will be soon done after counselling session of the selected candidates. The department will appoint 285 candidates as BRP while 994 candidates would be appointed as CRP. These new appointments also mean that all the serving BRC and CRC will be reverted to the schools from where they were appointed.
Speaking to The Pioneer, General Secretary of PSS Digvijay Singh Chauhan, claimed that association wants that the services of 450 odd serving BRC and CRC who have passed the examination held in the year 2002 should be absorbed in the new cadre of BRP and CRP.
“We were given repeated assurances by Chief Minister that the eligible serving candidates would not be removed but this is not happening. It appears that the CM’s wish holds no importance for the senior officers,” he said.
However, the representatives of the other teacher organisation, the Rajkiya Shikshak Sangh (RSS) have welcomed the decision of the State Government on the issue.
The Right of Education (RTE) mandates that every education cluster should have experts of subjects like English, Mathematics, Science and Social Studies and they should help out the academic problems of the teachers of their subjects.
To fulfil this obligation under RTE the education department decided to create a separate cadre and rechristened it as BRP and CRP and initiated a recruitment process in the month of June 2014.
The leaders of Prathmik Shikshak Sangh (PSS) protested against creating new cadre and the department’s plan to allow the lecturers and lecturer Teachers (lTs) in the process of recruitment.
The department conducted an examination in the month of December 2014 and selected 1,259 candidates. The department was dithering on starting the process of appointments to under pressure from PSS. The issue went to
the High Court which directed the State Government to give appointments to the selected candidates.
The State Government too will be financially relieved by the decision to appoint BRP and CRP as the salary of this cadre would be funded from centrally sponsored Sarva Shiksha Abhiyan.
