Private players' greed exposes chinks in PPP system

Published on:

In order to augment the resources of a frail health service of Uttarakhand, the State Government had decided to rope in some private players under the PPP mode.

It appears that the cynical attitude of the health department officials and the greedy approach of the private players are destroying the concept. The operation of CHCs of Hindolakhal in Tehri and Bhagwanpur in Haridwar could never start under PPP mode as the private player backed out from the venture. Complaints of not giving proper salaries to staff and recommending unnecessary tests have arisen time and again.

The doctors of the State health services and the senior officials also did not like the concept of PPP as it meant reducing their sway on the hospitals.  It is worth mentioning here that the MOU of PPP model has made a provision of monitoring by a committee headed by additional director level health officer to monitor the activities of these hospitals but it appears that this committee failed in its objective.
