The Provincial Medical Health Services (PMHS), the association of Government doctors of the State has demanded unconditional implementation of the Dynamic Assured Career Progression (DACP) scheme.

A meeting of the executive council of PMHS was held on Tuesday. In the meetings many issues of doctors were discussed.  In this gathering the doctors vehemently opposed the selective and conditional approach of department on implementation of DACP scheme.

The spokesperson of the PMHS, Dr Anand Shulka said that the government should unconditionally implement the provisions of the DACP as benefits like Assured Career Progression (ACP) granted to other cadres is without any riders. He said that the proposal of the government to bring a transfer act for doctors was also opposed by the body. The PMHS was of the view that the government should fill large number of vacant posts of doctors and specialists before implementing transfer act for doctors. The PMHS also demanded a reservation of 50 percent in all medical colleges for the doctors of PMHS cadre.

The state government had implemented DACP last year to attract doctors in to the state health service. However 70 percent of the doctors were not able to avail its benefit as the government had incorporated a clause of hill posting in it. The DACP means assured increase in the grade pay of the doctors after 4, 9, 13 and 20 years of the service irrespective of whether they get promotions or not.
