Performance of Govt teachers under scanner

The state education department would soon gauge the performance of the teachers on the basis of the learning outcome of the students. The State Government has asked the department to set up performance indicators for the primary and upper primary teachers of the State. For it the state cabinet has given its nod for bringing in necessary changes in the guidelines of universal Right to Education (RTE).

The Union Government has also brought some changes in the RTE and accordingly the state government is also planning to follow suit.  Under the new guidelines legal powers are conferred in the act to make the teachers accountable for the learning outcome.  learning outcome pertains to the net result after teaching. Under the revised guidelines it would be applicable to all subjects including Hindi, English, Mathematics and environmental sciences. The teachers would now be held accountable for a minimum level of proficiency in different subjects. Under the new plan special brochures are being prepared for the parents of the students. In these brochures information is provided to them as what is the minimum level of proficiency in different subjects in a particular class. It will help the parents to gauge the level of knowledge of their wards and they can ask teachers about any shortcoming noticed by them. The brochure would be a great help for the parents and teachers would now find it hard to brush things under carpet when it comes to the learning outcome of the students they are teaching. This step of the Government is being termed by the educationalists as very important step to ensure quality in education.

It is worth mentioning here that the quality of education being imparted in the classes I to VIII in the government schools is very poor. Various projects like the Continuous and Comprehensive Evaluation (CCE) of the education department, the learning level assessment undertaken by the Azeem Premji Foundation and other agencies have repeatedly showed a dismal level of the knowledge level of the students. These surveys show that the primary students do not possess a minimum level knowledge in the languages and mathematics.
