Himalaya Environment and Employment Cooperative Society ltd president Ashok Thapliyal has submitted a memorandum to Garhwal Commissioner on Monday, saying that Pauri Nagar Palika Parishad has been misleading  the National Green Tribunal, New Delhi regarding the disposal of the garbage and waste products.

In the memorandum, Thapliyal stated that the district administration has failed to comply with the order of the National Green Tribunal. It  stated that land Khasra no. 3681 of lower chopra to Nagar Palika Parishad had been made available for the disposal of garbage by installing the recycling plant on August 27 2014.

A copy of that was produced in the main bench of National Green Tribunal , claiming that the land was suitable for the disposal of garbage during the  final hearing of the case, the memorandum stated.

Acting on it,  NGT’s principal bench, New Delhi had permitted Pauri Nagar Palika to use a particular site as proposed in the tribunal by Uttarakhand State as a temporary dumping site on  September 2 2014. NGT had also directed that in case of failure, the applicant Himalaya Environment and Employment Cooperative Society ltd would be free to move the Tribunal either by filling fresh petition or reviving the old petition.

Thapliyal  said that despite the order of the National Green Tribunal regarding the disposal of the garbage and waste products as per MSW Act , the Pauri  Nagar Palika has failed to comply  with the order with  one and half years having  passed since the order was issued.

He  further alleged that  Pauri Nagar Palika has not done anything to construct the dumping ground on the earmarked site. Consequently, garbage and waste products are being indiscriminately dumped and burnt in the forest areas surrounding the district headquarters Pauri, he  alleged.

Thapliyal  warned to take  the matter again to National Green Tribunal in case Nagar Palika Parishad and administration fail to dispose garbage and waste products under MSW rule by the end of March.
