It appears that the district education offices of Uttarakhand take the orders of the education department lightly. The department’s order on providing list of physically and mentally ill teachers/ employees is one such example as only three districts so far have provided the list of such employees to the directorate.
Acting on the orders of the education minister Arvind Pandey the Director General (DG) education, Captain Alok Shekhar Tiwari (Rtd) on May 18 had directed all the District Education Officers to submit a list of physically and mentally ill employees that were to be handed over the notice for compulsory retirement. However, most of the district officers sat on the order and are yet to submit the list. Only the district education offices of Chamoli, Almora and Pithoragarh have so far sent the list of such employees to the education directorate. Taking serious cognizance of the delay, the DG education has directed the officers of the remaining ten districts to compile the list and dispatch it without any further delay.
It is pertinent to mention here that in a recent meeting of education department officials held at Vidhan Sabha auditorium, the education minister Arvind Pandey took exception to the fact that there are many teachers and employees in the education department who are not physically and mentally fit due which they regularly abstain from work. He observed that even those who do attend their duties are not discharging them properly due to their state of poor health. It is normal practice in the mammoth department that many teachers and other employees produce certificate of medical board mentioning some critical illness to them so that they are posted in the places of their choices. The department now wants to enlist such teachers and employees and wants to hand over notices for compulsory retirement to them.
The department is taking cognisance of a Government Order (GO) dated January 20, 2002 to hand over compulsory retirement to such employees.
