No posting at remote areas for female teachers from now

Giving major relief to female teachers on their first posting after recruitment, the education department has made provision that they should be posted in the schools which are not  in very far-flung and remote.

In the provisions of Uttarakhand school teacher, first appointment, promotion, transfer, posting (fourth amendment) guidelines 2014, the Government has made this arrangement under Section 6. Till now the newly posted teachers were compulsorily posted in the school located in most inaccessible areas. The guideline which in popular parlance is also referred as new transfer policy also envisages changes in the grading of the schools. The schools of the State are classified into accessible area and inaccessible area categories on the basis of factors like their location, distance from the health facilities, distance from road head, distance from the cities etc.

Based on these factors the schools are divided into A, B, C, D, E and F categories. The A, B and C categories are grouped in X type and includes schools with better facilities while D, E and F categories are grouped in Y type . In another important step the distance of the school from the railway station is also included in the categorising the school.  The decision on deciding the category of the High schools would be done by division level committee headed divisional commissioner while a district level committee headed by district collector would dwell on categories of Primary and Middle schools.

The policy ensures that on promotions the teachers had to accept postings in the schools of D, E or F category schools of Y type.  The new policy gives some relief to wives of serving armed forces personnel and proposes that in case of vacant posts in X type they can be posted there.  The new policy gives a more detailed account of the diseases to the teachers and their family members on which they can demand posting in accessible area schools than the previous one. The policy also adds the widowers for postings in the schools located in X type on promotions but for this they have to give an undertaking that they have not remarried and their children are less than 18 years of age.

The new policy has also reduced the disability percentage of the teachers having disabled children to 60 per cent from the existing 70 per cent. In an important step the policy mandates that the teachers would only be relieved from their schools on transfers after ascertaining that their absence does not adversely affects the academics environment of school.
