BJP MlA and ex-CM Dr Ramesh Pokhriyal 'Nishank' grabbed the attention of the House and alleged that despite knowing the fact that House was in motion, the State Government is making announcements outside the House.

This is a serious breach of House privilege; so he appealed to the Assembly Speaker to cancel all the announcements which were made outside the House. Meanwhile, Rishikesh MlA Premchand Aggrawal alleged that Treasury bench had intentionally created obstruction while he was addressing the public gathered in the function during inauguration of AIIMS Rishikesh on Monday.

Dr Nishank alleged that the Congress-led State Government is consistently disdaining the House by not following the rules of House proceedings. With this, they have shown disrespect to the democratic system and it is very unfortunate and need to be condemned. These days CM is busy in making inauguration of the district plan' project worth in between Rs one to five lakh, and by doing this, CM is violating the protocol of the CM's chair. If they have not violated then did they make any amendments in government notification, which defines about foundation and inauguration of public works by the chief minister and ministersIJ He also suggested that if CM or minister does foundation or inauguration of the project then concern area MlA should be taken into confidence. If a MlA inaugurates projects, which were made under MlA local area fund, then how the inauguration can be illegal in the absence of CM or MinisterIJ

There is a tradition that when the House is in progress, no announcements can be made outside the house. lambasting the State Government, which has unveiled the foundation stones of different projects, Dr Nishank alleged that few projects, which were sanctioned and funds were released by the BJP-led State Government, foundation stone unveiled second time by the incumbent Government.

Defending the Governm-ent's decision to unveil the foundation stones worth of `1,800 crore, Parliamentary Affair Minister Indira Hridayesh said that "as we knew that model code of conduct was slated to come into force by February 11, so the Government had decided to unveil all the projects in one day."

Even Congress MlA Navprabhat said that as per the rule, Government can't announce policy-based decision outside the House, but can make other announcements. With these two comments, Dr Nishank rose from his seat said that with these statements it has cleared that the decision was mere political gimmick only. He also asked how the State Government could allocate budget for the unveiling of the project when Budget is yet to passed by the House. later, Nishank expressed regret over the MlA Navprabhat's comment and appealed to the Speaker to cancel all such announcements, but the Speaker did not pay heed.

BJP MlA Aggrwal alleged that during AIIMS inauguration ceremony in Rishikesh, he was denied making speech by the State Government because their party workers started shouting slogans in favour of their leaders. By doing this, they have breached the privilege of public representative. Countering the allegations, Cabinet Minister Surendra Singh Negi said that the Government had given full respect to the local MlA, but programme was rescheduled due to weather.

Despite all this, Union Health Minister Ghulam Nabi Azad had asked MlA Aggrawal to give vote of thanks because you represent this assembly constituency. Meanwhile, BJP MlA Rajesh Shukla asked treasury bench you call your party workers in party function, but in AIIMS function was government function because its expenditure were borne by the state. During allegation and counter allegation house went volatile as if they don't want to let others to take political mileage.
