The increased sway of teaching organisations in deciding the grading of the schools in the new transfer policy has made the leaders of these organizations happy. The state government had recently implemented the School teacher first appointment, promotion, transfer posting (fourth amendment) guidelines 2014.
According to the provisions of the policy the decision on deciding the category of the High schools would be done by division level committee headed divisional commissioner while a district level committee headed by district collector would dwell on categories of primary and middle schools. The representatives of teachings organizations like Rajkeeya Shikshak Sangh (RSS) and Prathemik Shikshak Sangh (PSS) would also be part of these committees.
The State President of PSS, Nirmala Mahar told The Pioneer that state government’s decision to include representatives of the teacher organizations is a welcome step. She said that this would ensure transparency and involvement of the teachers in the decision making process. She added that most of the suggestions given by the Sangh to the state government are included in the new transfer policy. Mahar said that the state government should ensure proper implementation of this policy on ground.
The district president RSS Chamoli, K K Dimri also expressed his satisfaction in inclusion of representatives of teaching organization s in the process of deciding the grading of the schools. He however added that the provision to add performance of teachers in deciding their transfer application should be implemented only when all subject teachers are available in that school. Many serving teachers however are skeptical on giving more powers to the representatives of teaching organizations in deciding grading of the school.
One such teacher said that favoritism prevails in the organizations which could prove detrimental to those who are not interested in politics. Most of the teachers are of the view that instead of the policy the state government should bring a proper transfer act which is having a constitutional status.
