The draft of new transfer policy for teachers is ready and it would soon be implemented in the State. Education Minister Mantri Prasad Naithani informed this while interacting with The Pioneer here on Tuesday.
The Education Minister said that the State Cabinet has discussed the draft of the new transfer policy for the teachers and suggested few amendments and after incorporation of these amendments the policy would be implemented
He added that the amendments are only four to five. Naithani said that the ongoing intensive inspections of the schools of the State would continue and claimed that these inspections are having a positive impact on the environment of education in the State.
Though the draft of the new policy is yet to be brought into the public domain, sources suggest that in the new policy, the teachers posted in the inaccessible areas of the State for eight or more years would be eligible for transfers in the accessible areas.
Similarly the spouses of armed forces personnel would also be given preference in the transfers.
It is learnt that the department has made a new category in which the distance of school from the nearest railways station would be made.
The performance of the teachers gauged on the basis of the results would also become an important parameter in the proposed transfer policy.
Presently the schools of the State are classified into accessible area and inaccessible area categories on the basis of some factors.
The location, distance from the health facilities, distance from road head, distance from the cities etc are some of the factors being considered by the authorities for the new policy.
The accessible category is further subdivided into A, B and C categories while the inaccessible has D, E and F categories.
There are about 80000 teachers in the Government schools of the State and transfers and postings is one of the most contentious issue.
The charges of nepotism, favoritism and money in the transfers are most common in the department and with this transfer policy the State Government wants to address the issue seriously.
