With the current financial year coming to its fag end, concerned with poor utilisation of developmental funds sanctioned under various heads, the Nainital district administration nowadays is busy in improving its spending ability.
The fact is that the Nainital district administration has been able to spend only `2,163.87 lakh out of the total `5,265 lakh approved under the district plan for the year 2013-2014 during the past seven months i.e. till November end from April this year. Now the matter of concern is that if the district administrative machinery, Nainital, has been able to spend only `2,163.87 lakh during the past seven months from April to November, out of `5,265 lakh approved under the district plan for the year 2013-2014, how can it utilise rest of the fund i.e. about `31 lakh under the same district plan in the next about three months till March 31, 2013 of this current financial yearIJ
However, the officials concerned of the Nainital district administration have said that out of the total `5,265 lakh approved under the district plan for the year 2013-2014, only `2,903.07 lakh has been released by the Government so far. Subsequently, out of the released amount `2,903.07 lakh under the district plan, different departments have spent `2,163.87 lakh till November, 2013, they have added.
It is worth mention here that following poor utilisation of fund even upto third financial year of a fiscal, tendency to spend the remaining amount in the last two/ three months of the same financial year, has become a routine affair. It is to note that apart from the district plan the district administrations also receive funds to carry out developmental activities under various other heads like the state sector and Central sponsored schemes to name a few.
Therefore, the emphasis of the district administration Nainital here is now on how to spend the remaining developmental funds sanctioned under different heads, till the given period of time i.e. till March 31 2013. In the meanwhile, Arvind Singh Hyanki, District Magistrate, Nainital, has directed the officials concerned to ensure full utilisation of the released fund by end of December.
Carelessness on part of the officials concerned in utilisation of fund in given period of time would be taken seriously, asserted the Nainital District Magistrate. Timely completion of the developmental works is vital so that people of the respective areas could benefit from these developmental works, maintained the official concerned of the district administration, Nainital.
At the same time Hyanki has also stressed on the need to maintain transparency and quality in carrying out the developmental works. However, it is to be seen whether the officials concerned of the Nainital district administration manage to ensure ‘proper and full’ utilisation of the remaining Budgetary allocation till the end of the current fiscal year or not.
