In a novel twist to the episode of security breach at the lal Bahadur Shastri National Academy of Administration (lBSNAA), Mussoorie, widely reported on Wednesday, Uttar Pradesh (Muzaffarnagar) native Ruby Choudhary, who had stayed around seven months on the campus without having proper authority, came out before the media on Thursday morning and alleged that Saurabh Jain, an IAS officer and Deputy Director (DD) of the Academy, who had promised her a librarian's job for a huge sum of money, helped her to stay on the campus.

Choudhary alleged she was not absconding and she has been in touch with the local police for the past two days. But police have not recorded her statement as regards the case registered against her by academy security officer at Mussoorie police station on Tuesday, she said. It should be mentioned here that based on the report registered by academy security officer Satyaveer Singh, a case under Sections 420/467/468/471 of the IPC was lodged against her on Tuesday evening.

In a startling allegation, Choudhary said that IAS officer Saurabh Jain had arranged a fake ID card of the Administrative Training Institute (ATI), Nainital, that bore her designation as SDM. She had met DD Jain in 2014 during a UPSC programme in Delhi. "It was there Jain promised me a job of a librarian at the lBSNAA," she disclosed.

Choudhary said that Jain had stopped her on Wednesday morning from disclosing things  to the police and the media while promising to pay her Rs5 crore. She alleged that during her first interaction with Jain in Delhi, he had demanded Rs20 lakh to secure for her a job of a librarian at the academy and she had paid Rs5 lakh in two instalments, at library Chowk, Mussoorie, and at his office.

She had managed the sum from her father, brother and uncle, she said. According to her, Jain told her that decks would be cleared for her by having the current librarian either retired or transferred. To enquire into the promised job, she used to occasionally visit the academy with the help of the fake identify card of the ATI, Nainital, since September 2014. According to her, she had demanded valid ID (entry) card from Jain but he had assured that the ID card he had provided her with was enough.

According to Choudhary, Jain had arranged a room in the allocated quarter of private security guard Dev Singh for her to stay. She was paying Rs1500 per month as rent to Singh. According to her, Dev Singh had misbehaved with her on March 25 and she had complained to Jain on this. Choudhary said that she had vacated the quarter after ITBP personnel had asked her to do so. She claimed that she had learnt through newspapers that a case had been filed against her by the academy in the Mussoorie police station. "I have arrived in Dehradun from Meerut to cooperate with the police in the case," she said.

According to Choudhary, she has been living in a hotel near Vidhan Sabha for the past two days. Police had arranged the hotel for her, she added. She has been in touch with the SP City. The SP City had said her statement would be recorded by an inspector. "But the inspector has not come yet to record her statement," she said.

"I am ready to cooperate with the police. However, an FIR should be lodged against Saurabh Jain and others who are involved in the case as based on my statement," she said. She demanded an immediate probe into the incident. At noon, Choudhary reached Nehru Colony police post and demanded her statement be recorded by the police. She had attended President Pranab Mukherjee's speech in the academy. She alleged that Jain had asked her to reach the venue in uniform. She also attended several VVIP's programmes held in the academy.
