A resident of laksar, Haridwar has requested the Governor to cancel a Government directive regarding withdrawal of case lodged against a policeman who was one of the accused in the murder of the petitioner’s son.

The accused has undergone imprisonment in the case before securing a job in the police department while he was out on bail.

Addressing the media here on Tuesday, Simli village, laksar resident Sita Ram said that he had submitted a letter to Governor KK Paul on the case. He said, “In 1998 five men- all from Simli village, murdered my son Surya Pratap aged 20 in my home. A case was registered under sections 147, 452, 504, 304 of the IPC in the laksar police station. The five accused were arrested and are out on bail till now. One of the accused, Bhupendra Singh got recruited in Uttarakhand police in 2001 and is currently posted in Garhwal. His recruitment in the police was in violation of Supreme Court directions. After we complained of this violation, the police circle officer MS Rawat conducted an inquiry and found the complaint valid. The Haridwar CO (Civil) registered a case against Bhupendra at Ranipur police station under sections 420, 468 and 471 of IPC. After investigation a charge-sheet was filed against him in February 2002 in the Haridwar court where the case is presently pending in the court of the chief judicial magistrate.”

In the letter submitted to the Governor, Sita Ram states, “We have come to know that  on July 3, 2015, a letter was sent by joint secretary RR Singh to the Haridwar district magistrate stating that after consideration the State Government had decided in public interest to withdraw case registered with Haridwar police against Bhupendra under sections 420/468/471 IPC. This is a case related to a murder accused who, prior to recruitment in police, has been in jail and got recruited in the police while out on bail. This is a cognisable offence and also a violation of Supreme Court guidelines. The case is presently pending in the Supreme Court,” he states. The petitioner has requested the governor to cancel the said directive of the State Government .
