Demanding youths who have completed their Doctor of Philosophy (PhD) before 2009 be recruited as associate professors for evening classes in various Government and Government- aided degree colleges, a memorandum addressed to Chief Minister, Higher Education Minister and higher education secretary was submitted on Wednesday.
One of the members of delegation which served the memorandum, Dr Priti Handa Kakkar said that several State Governments had implemented UGC rules and manuals- 2009 — which allow the PHD holders prior to 2009 being appointed as assistant professors in their colleges. According to her, unemployed youths should be given preferences as regards the evening classes in various Government and Government — aided degree colleges. Recruiting retired teachers below 70 years and paying them the same salary as they had received during retirement with the pension amount deducted would be a bad precedent for a state facing an acute unemployment problem, she said. She further said around 200 youths of the state had completed their Doctor of Philosophy (PHd) in several subjects before 2009. As of now, they are working in private colleges, she said.
