low polling percentage in by-polls has increased the heart beats of the candidates, including chief minsiter Harish Rawat, BJP national secretary Trivendra Singh Rawat. Political analysts say that low polling percentage indicates polling gone in favour of ruling party, although State BJP president Trivendra Singh Rawat has alleged that Congress has misused Government machinery and even they capured Matkot, Munsyari booth at Dharchula assembly. Reacting to it, the Congress spokesperson Surendra Kumar said that BJP has realised that they are losing, that is why they have started making allegations to justify their defeat and nothing else.
In Dharchula, Chief Minister Harish Rawat is seeking his entry into the State Assembly. It is constitutional obligation for CM Rawat, who swore-in as chief minsiter of Uttarakhand while being Union cabinet minister on February 1, 2014, to become a member of Vidhan Sabha before August 1, 2014.
Bypolls are complete with adequate deployment of security personnel at the polligng booths, which fall in Dehradun, Almora and Pithoragarh district in which highest number of senstive booths were in Dharchula Assembly where BJP candidate BD Joshi is fighting against CM. There were six senstive booths in Dharchula, four in Someshwar and two in Doiwala constituency.
Congress MlA Harish Dhami had vacated his seat in favour of chief minister on June 11 at Gairsain, where three-day session was called at temporary makeshift.
Two seats i.e. Doiwala and Someshwar seats were vacated by the sitting MlA Dr Ramesh Pokhriyal Nishank and Ajay Tamta after winning general election from Haridwar and Alomra Pithogarh Parliamentary constituencies.
Congress leader and former cabinet minister Hira Singh Bisht contested election agaisnt the BJP national secretary and former cabinet minister Trivendra Singh Rawat from Doiwala seat. Coincidentally both have been contesting election for their survival because both had lost their election during assembly election-2012.
Former BJP leader turned Congress candidate Rekha Arya fought against BJP candidate Mohan Ram Arya.
Party leaders say that she had contested election against BJP candidate Ajay Tamta as an independent candidate and achieved second position during assembly election-2012. If she wins, she would be MlA of ruling party or will have to contest for survival within Congress.
Meanwhile, State PCC president Kishore Upadhyaya said that he is confident that party would win all three assembly seats of the State. "It is true that people have not shown their interest like general election, but whosoever came to polling booths were Congress cadre vote; so we will win all three seats," he said.
