lecturers, PSS to approach court against Education Dept

Published on:

Infuriated by sudden decision of the Education Department to stop the process of counseling and appointments of selected candidates on posts of Block Resource Person (BRP) and Cluster Resource Person (CRP), the association of lecturer and lecturer Teachers (lT), the Prathmik Shikshak Sangh (PSS) has decided to approach the court.

The department abruptly stopped the counseling process to appoint selected candidates on the posts of BRP and CRP midway on Friday. This decision sparked an immediate resentment among the candidates who had arrived at the Rajiv Gandhi Navodaya Vidhyalaya for counseling. These agitated candidates locked the senior officers of the department and raised slogans. On Saturday these teachers received support from the RSS. The association's state head RS Chauhan led a Dharna by teachers outside the education directorate on the day. Chauhan told The Pioneer that incident shows that anarchy prevails in the state. He said that the Government has assured that selected candidates would be appointed on the posts of BRP and CRP and for it a GO was also released following which the agitation of the RSS was withdrawn on September 19. He said that the State Government is clearly under pressure of some influential teachers. The RSS would approach the court against this decision and is also considering resumption of its agitation.

The Primary education director, Seema Jaunsari said that the counseling was stopped as the department was receiving many complains of the teachers about discrepancies in the list of vacant posts of BRP and CRP. However it is learnt that the department wilted under the pressure of powerful organization of teachers, the Prathmik Shikshak Sangh (PSS) and stopped the process of appointed of selected candidates most of whom are lecturers and lTs.

To fulfill the mandate of Right of Education (RTE) the education department initiated a process of recruitment in the cadre of BRP and CRP in the month of June 2014. The department decided to conduct an examination to recruit 285 BRP and 984 CRP. The creation of a separate cadre also meant that posts like Block Resource Coordinator (BRC) and Cluster Resource Coordinator (CRC) become redundant and the serving personnel be sent back to their original schools. The PSS leaders protested against creating new cadre as most of the serving BRC and CRC belonged to the cadre of Primary teachers.  Notwithstanding their protest the department went ahead with the examination which it conducted in the month of December 2014. After much delay the result of the examination was released last year on the intervention of court.

After the agitation of RSS, the State Government released a GO for appointment of selected BRP and CRP but with department halting the process, the issue has reached back to square one now.

The State Government too is treading cautiously on the matter as it doesn’t want to annoy teachers just before the elections. However the department is losing due to the delay in these appointments as these posts are from centrally funded Sarva Shiksha Abhiyan (SSA).
