The shootout outside the jail campus in Roorkee involving two notorious gangs of western Uttar Pradesh has become a point of debate and discussion among the police and administrative officers as to who - an IAS or an IPS officer -- can manage better the jail administration.
In many states, including Uttar Pradesh, jail administration is being headed by IPS officer, while in Uttarakhand, jail administration is in the charge of an IAS officer who also heads several other departments. Sources said that in order to prevent untoward incidents inside and outside the jail campus across the state, then state government had approved a proposal of the jail administration being headed by a senior IPS officer. However, this issue keeps pending for years with the State Government being unable to take a final call.
