Amid pandemonium, the House passed State Budget for the year 2014-15 on Wednesday. As House assembled at 11 am, then leader of Opposition Ajay Bhatt demanded debate on poly house scam, which is a scam worth around Rs 100 crore under section 310 of Assembly proceeding but the Speaker refused to attend the petition. Seeing this, they came into the well of the House and treasury bench passed the budget amid uproarious scene.
Bhatt demanded debate under 310, which entails voting after debate, so speaker Govind Singh Kunjwal asked that we would listen to the petition under section 58 and if it requires urgency then “we would take up under 310. Opposition, which was predetermined to disrupt the house, refused to accept the chair's instruction and kept requesting that it is serious matter because Horticulture Minister is directly involved in this scam.”
He also demanded that the matter came to the notice of the house so it is duty of the house to conduct enquiry on it. If it is wrong then person who circulated this should be punished or the Cabinet Minister should resign from her post.
Opposition, which had earned appreciation for helping treasury bench to run the Vidhan Sabha session and utilised his ability to grill the cabinet minister during question hour, lost its sheen. They were insisting to the chair like a stubborn child who puts undue demand.
In a bid to assuage them, speaker adjourned the house till 11.45 am at 11.15 am and later extended upto 12.20 pm. As house resumed then again opposition rose from their seat and demanded debate on Poly scam but speaker refused to accept it and appealed them to raise the issue under 58.
Now question is being asked that why BJP was adamant for having debate under section 310. It seems they were raising the issue for the sake of creating hurdle in the session otherwise they would have raised the matter under 58.
Cabinet Minister Amrita Rawat, who was being targeted by the opposition, was showing bunch of paper to counter opposition allegation but they (Opposition) refused to have debate under 58. Political analyst said that a day ago the opposition lost its no confidence motion by 29:40 and on Wednesday again they were demanding voting because speaker is bound to allow voting after debate under 310.
After adjournment for a day, Cabinet Minister Amrita Rawat said that opposition is raking the matter without having facts and figure. As far as their allegation is concerned that horticulture department has not made anomalies in the distribution of fund for building of poly house to the Cabinet Minister’s family members then she said “I became Cabinet Minister very late, but my nursery known as Rajeshwari is being run by their family for the last 60 years. It is oldest nursery and plants are being supplied to all including Government and private as well.”
