The Nainital High Court cleared the case pending before it for some time over promotion of 304 — SI ranker jawans, giving opportunity to Indian Reserve Battalion (IRB) jawans and PAC jawans to become SIs. The double bench of the High Court had accepted the appeal while quashing the ruling of the single bench on the matter.
A petitioner Mohan Singh and others had filed a petition in the High Court, stating that IRB and PAC jawans who were getting promotion through their internal process should not be included in the rankers’ examination for civil police. IRB and PAC jawans were not part of civil police, the petitioners said, adding that despite this, the state government had included IRB and PAC jawans in the promotion of SI ranker examinations for civil police. They said that following this, some civil police were being deprived of their due promotion.
Single bench had accepted the plea and said that IRB and PAC jawans were not part of civil police. Ravi Bisht and others had challenged the single bench’s order and made special appeal by stating that the service rules and training of IRB and PAC jawans were the same.
Earlier, the single bench of the court had allowed IRB, PAC and civil police personnel to complete training for the same.
Notably, Uttarakhand State police had declared the results of the ranker’s examination for the promotion of constables and head constables of 304 posts of sub-inspectors on January 7.
The six-month training programme for selected candidates had started from January 9 at Police Training College (PTC) in Narendra Nagar. The recruitment process of the rankers’ examination has been going on at the behest of the state police since 2013.
