Although the Municipal Corporation of Dehradun (MCD) has completed 15 years since its formation, it is still following the administrative structure prevalent in 1950s. No amendment has been done yet in the official and organisational structure of the corporation till date which is making it difficult for the MCD to execute its duties efficiently in view of the increased population, area and urbanisation of the State capital.
The functioning, recruitments, designations and the pay-scale of the MCD officials are still based on the old administrative structure which was earlier present in undivided Uttar Pradesh. No augmentation has been done yet in the number of MCD employees with the corporation functioning as per the old official structure.
The MCD was formed on December 9, 1998 and its administrative structure has remained unchanged since then though the area under its purview has undergone substantial changes. Mayor of Dehradun, Vinod Chamoli maintained that MCD has already proposed the list of amendments to be done in its administrative structure but the proposal has not been taken into consideration by the State Government yet. He stated that the designations of the MCD officials are still based on the Uttar Pradesh Nagar Nigam Act 1959 and amendments should be done in the name of the posts of the officials as per the present scenario and requirements.
leader of opposition at MCD, Neenu Sehgal acknowledged that the MCD should be given an autonomous charge and various important departments including Mussoorie Dehradun Development Authority (MDDA), Peyjal Nigam and Power Departments should be merged in MCD to improve its functioning.
He stated that the 74th amendment should be implemented here and the infrastructure of MCD should also be developed accordingly. The infrastructure of MCD needs to be renovated. The Municipal Corporation of Delhi has separate cabin for each of its employees. Similar infrastructure should be developed here and there should be a separate guest house for municipal officials and better facilities for the staff, he said.
